Columbia Governance

 

Columbia is an unincorporated community run by a nonprofit homeowners association known as the Columbia Association. Residents elect council representatives from each of Columbia's nine villages and Town Center. These 10 representatives form the Columbia Council of the Columbia Association (CA). The Council has traditionally elected itself to serve as the CA Board of Directors.  CA oversees a variety of community facilities including 3,400 acres of permanent open space, 93 miles of pathways, more than 170 tot lots and several parks.

ON THE HORIZON
Because the Columbia Association is a corporation, albeit a nonprofit one with a community service mission, the CA Board of Directors has all of the legal responsibilities required of members of any corporate board. In recent years, residents and members of the CA Board have been examining the roles of the respective bodies.  The Board has included improving the governance as one of its strategic issues.  To view a copy of CA's Strategic Plan click here.

Over the past several years the Board has commissioned a number of task forces on governance, evaluated a number of recommendations, amended the CA By-Laws to operate Board meetings under Robert's Rules of Order, and may consider other CA Charter and By-Law amendments. In FY 2007 the Board moves towards changing to a committee-driven method of governing.  This comes as a result of recommendations from a process improvement task force report which examined board processes best practices.
